Most adults arrested on Caroline County matters are held at Pamunkey Regional Jail in Hanover. The jail is run by the Pamunkey Regional Jail Authority, not by the Caroline County Sheriff. Its online “Who’s In Jail” page is a current-custody roster. When a person leaves Pamunkey, the current card normally stops serving as a lookup route. The booking and release record remains the better proof of the physical departure.

“Released” does not always mean free in the community. A person may leave on bond, after time served, after a sentence ends, or under a court order. Another departure may be a turnover to the Virginia Department of Corrections, another jail, ICE, or the U.S. Marshals Service. That is a transfer of custody. The release code, destination, court docket, and receiving agency help distinguish those outcomes. State parole or probation can also follow a physical release.

Important: Removal from Pamunkey’s current roster signals a change, but only the release or transfer record identifies the event.

Caroline County Release Types

Release terms describe different legal and physical events. The term on the jail record should be read with the court order and any next custodian. A bond release, for example, ends detention while the case stays open. Time served describes a sentence outcome. A dismissal is a court result, though the jail still must finish the physical discharge process.

A detainer is a request or legal basis for another authority to assume custody. A discharge is the formal end of a sentence or correctional responsibility, though a person can leave prison before final supervision discharge. These terms should not be used as synonyms.

It is not a promise that every item is maintained or releasable in every case. State-prison proof uses a different record set. VADOC release papers may include a notification-of-release letter, an Order of Release, Conditions of Probation or Parole, three notarized DC-366 Certifications of Incarceration Period, and a release checklist stored in VACORIS. Those documents are stronger proof than a blank locator result.

Note: A release code may end one jail stay without establishing that the person entered the community or ended all supervision.

A narrow written request makes the scope and date easy to track. Virginia FOIA does not require a person to use the word “FOIA,” and an oral request can qualify, but the request must identify existing records with reasonable detail.

  1. Identify the person, booking number if known, approximate booking and release range, and the Caroline matter.
  2. Ask for the existing booking-and-release record, actual release date and time, recorded code, receiving authority, and adult booking photograph.
  3. Request electronic copies and a cost estimate before the office incurs a limit you set.
  4. Ask for segregable nonexempt portions and the specific Virginia Code citation for each withheld part.
  5. Reconcile the response with the Caroline court case and any VADOC, VINE, ICE, or federal record.

Under Virginia Code § 2.2-3704, the normal response is due within five working days. The agency may produce records, redact or withhold under cited law, report that none exist, or use a lawful seven-working-day extension when a response is not practical in the first period. Reasonable actual search, retrieval, copying, and supply costs may apply. Pamunkey publishes no fixed local release-record fee schedule, so ask for an estimate.

Virginia Law on Caroline Releases

Virginia public-record access is record-specific. Section 2.2-3704 sets the request process, while § 2.2-3706 governs many law-enforcement and correctional records. Routine adult booking photographs are available upon proper request, subject to a temporary exception when disclosure would jeopardize an active felony investigation. Other investigative, imprisonment, probation, or parole material may be withheld. A narrow request for release facts is more useful than the broad claim that all jail records are public.

The Library of Virginia GS-08 schedule assigns cumulative booking-and-release summaries a 20-year retention period after separation. Inmate incarceration files, which may hold photos and release documents, have a three-year period. Retention does not equal web access, and it does not remove a lawful exemption. Sealed and expunged records, juvenile files, medical details, protected victim data, and security material can also be unavailable to the public.

Record boundary: A lawfully sealed public case is not an agency error, and no adult lookup route should be applied to juvenile records.

Bond Release in Caroline County

Caroline uses Hanover Community Corrections & Pretrial Services for its local pretrial layer. A defendant ordered to pretrial supervision must report immediately after release. This makes bond-out different from sentence completion: the jail stay ends, but the charge remains pending and the court’s conditions remain in force. Pretrial supervision itself carries no fee, although a court-ordered program or service may have a cost.

Noncompliance can lead to bond revocation or contempt. The court docket can show the bond order and later proceedings, while Pamunkey’s release record supplies the physical departure time. Neither record should be made to answer the other’s question. A bond order alone does not prove that Booking/Release finished processing, and a roster disappearance alone does not identify the court terms.

Note: Confirm the completed jail departure before travel or pickup plans because an entered order and a physical release are separate events.


Old Caroline Jail Names

Caroline’s custody history can misdirect a search. The county’s obsolete local jail closed in 1998 when Pamunkey Regional Jail opened. Peumansend Creek Regional Jail ended its former criminal-custody operation in 2017, and the site reopened for ICE use as Caroline Detention Facility in 2018. An old directory may therefore point to a facility name that no longer describes the current custodian.

The current systems matter more than a familiar name. Pamunkey is the adult regional jail for Caroline arrests. Caroline Correctional Unit is a VADOC facility with a Hanover mailing address. Caroline Detention Facility is an ICE-contracted immigration site in Caroline County. Merrimac Juvenile Detention Center follows confidential juvenile channels. Starting with the case type prevents a local arrest search from drifting into state corrections or immigration custody.


Find Released Caroline County Inmates

A sound Caroline County released inmate search follows custody, not just a name. Current rosters answer who is held now. Release records and court dockets address a past jail event. VADOC covers state custody and active supervision, while BOP and ICE each cover a different federal system.

  1. Identify the last likely custodian: Pamunkey, VADOC, ICE at Caroline Detention Facility, or BOP.
  2. Check Pamunkey’s current roster. Presence means current custody; absence requires more proof.
  3. Search Virginia Jail VINE for the named local-jail person and read the agency, status, and event date.
  4. Call Pamunkey Booking/Release at 804-365-6400, ext. 3043, for current public confirmation.
  5. Check VADOC for prison custody or a district-office supervision result, then check both Caroline courts.
  6. Use BOP or ICE only when the corresponding federal custody path applies.
  7. Request the booking-and-release or state release record when online systems do not prove the event.

Caroline County Recent Release Search

As of August 8, 2026, Pamunkey published no official 24-hour or 72-hour release feed. Its sitemap and “Who’s In Jail” interface contain no release archive, last-day tab, or three-day window. The roster shows name, inmate ID, age, race, sex, arresting agency, booking date and time, charges, a bond-looking value, court date, and a current booking image. It does not state a release date, release reason, refresh pace, or post-release retention period.

For a recent event, search the roster to see whether custody is still reported, call Booking/Release, search Virginia Jail VINE, and ask Records for the event-specific release record. The court can explain the legal authority, and VADOC should be checked when a state turnover is possible. That fallback is more accurate than relabeling the current roster as a release list.

Caroline Courts After Release

The Virginia OCIS statewide search can preserve case activity after a short-lived jail card disappears. Caroline General District Court handles misdemeanors and preliminary felony stages. Caroline Circuit Court supplies felony dispositions and circuit sentencing. Because a felony can begin in general district court and move to circuit court, both should be checked before treating a case as missing.

Read each result narrowly. Dismissal, nolle prosequi, or acquittal establishes a court outcome, not the exact time Pamunkey finished release. A bond order authorizes release subject to terms but does not prove that processing is complete. A time-served or suspended sentence may explain why the person should leave, while the jail record proves when that happened. Later probation or revocation entries can also explain post-release court activity.

VADOC administers state probation and parole. Probation is ordered by a circuit judge and can follow incarceration. Parole is authorized by the Virginia Parole Board for a legally eligible person. A missing locator entry does not prove that supervision ended. Update timing, interstate transfer, full discharge, wrong identifiers, or no VADOC role can each explain it. Hanover Community Corrections handles Caroline’s local pretrial and community-corrections work; District 41 handles VADOC state supervision. They are not interchangeable.


Caroline Release Alerts and Federal Records

Virginia has two notification systems. Virginia Jail VINE through VINELink applies to participating local or regional jail records, including the Pamunkey path. NAAVI is VADOC’s separate state-prison notification system. A Pamunkey-to-VADOC transfer can require a new registration because the two services are not connected. A local VINE event is a useful status lead, not a certified release ledger. Exact time and reason still come from the custodian.

For a federal sentence, the BOP Inmate Locator covers federal inmates from 1982 forward and can show a release date with “Released” or “Not in BOP Custody.” That wording ends BOP custody only. It does not rule out another authority or federal supervised release. USMS has no equal public historical locator, so a federal court docket, holding facility, BOP record, or focused USMS request may be needed.

ICE Releases in Caroline County

Caroline County contains Caroline Detention Facility at the former Peumansend site. It is an ICE-contracted immigration facility, not the local criminal jail for Caroline arrests. Search the ICE Online Detainee Locator with an exact A-number and country of birth, or exact biographical details and country of birth. Pamunkey’s roster and BOP’s locator do not answer this custody question.

An ICE detainee may transfer, be removed from the United States, leave under ICE-directed conditions, or pass to another authority. A locator non-match cannot choose among those outcomes. ICE says the public route is custody-oriented rather than a permanent history. Historical or decisive confirmation should come from the facility, the relevant Enforcement and Removal Operations office, or an ICE records request. Note: An ICE transfer or removal is not a Pamunkey community-release event and should never be recorded as one.

The right source depends on whether the person is still held, has left one facility, or remains under another agency’s control. No system covers every Caroline County release.

Can a person be released and still have a case? Yes. Bond, recognizance, and some supervised pretrial releases end detention while the Caroline court matter remains pending.


Caroline County Release Facilities

Four facilities or service arrangements require different release paths. Pamunkey is the primary adult local jail. Caroline Detention Facility is an ICE site. Caroline Correctional Unit is a state correctional unit with a Hanover address. Merrimac is a secure juvenile facility whose confidential records are limited to authorized people and official juvenile channels.

Choosing the facility first prevents a current-custody result, transfer, board decision, or projected date from being mistaken for completed community release.
