Caroline Released Mugshot Records
A booking photograph records the adult arrestee’s appearance during initial jail processing. It is linked to a particular booking, not to a permanent claim about guilt or current status. In Caroline County matters, Pamunkey Regional Jail’s current “Who’s In Jail” cards show booking images. When a card disappears, the photo may still exist in the agency file even though no official released-photo archive was found.
Virginia Code § 2.2-3706(A)(1) provides request access to adult arrestee photographs taken during routine initial booking. A temporary exception applies when withholding is needed to avoid jeopardizing an active felony investigation. Other protected material in the file may be withheld or redacted, so request the specific image and booking identifiers instead of an entire jail file.
Release changes the custody fact, not the historical event shown by the photograph. Pair any image with the Pamunkey release record and the Caroline court disposition. A dismissal, acquittal, or later sealing can change public context, while an old image alone says nothing about where the person is now.
Retention and online display are also different. Virginia’s local jail schedule places cumulative booking-and-release summaries in a 20-year series after separation. The broader inmate incarceration series, which may include photographs, has a three-year period after separation. Those periods govern agency recordkeeping, not a public online gallery, and they do not override a lawful exemption.
Where Caroline Release Mugshots Appear
No single source preserves every Caroline County released inmate mugshot online. Each channel has a different purpose and time span. The official Pamunkey roster is for current custody. A narrow records request is the best official fallback after a card has been removed. VADOC and VINE must be described with care because neither official source establishes a universal photograph field.

A photograph helps identify a booking, but it cannot distinguish bond, time served, transfer, dismissal, or sentence completion. Use the actual release code and court record for that question.
Caroline Booking Photos on Pamunkey
Pamunkey Regional Jail, rather than the Caroline Sheriff, operates the adult regional jail used for Caroline arrests and local sentences. Its Who’s In Jail roster shows current cards with name, inmate ID, booking information, charge and court fields, and a booking image. The roster has no official released, archive, 24-hour, or 72-hour tab. It also states no post-release photo-retention period online.

Once the card is gone, roster absence is only a signal to check the release record. It does not prove release to the community or preserve the photograph.
Record the inmate ID, booking date, arresting agency, and court before contacting Records when a current match exists. Those fields reduce the chance of obtaining the wrong Caroline County booking photo for a person with a similar name.
Request Caroline County Booking Photos
Pamunkey’s official FOIA page supplies the written request route. Virginia FOIA does not require a requester to use the word “FOIA” or always submit in writing, but written scope makes the booking and requested image clear. Ask for an existing record. The agency does not have to create an explanation or answer why a person was released.
- Identify the adult by full name and booking or inmate number, if known.
- Give the approximate booking date range and state that the matter involved Caroline County.
- Request the routine initial adult booking photograph tied to that booking. If needed, also request the booking and actual release date and recorded release type.
- Ask for an electronic copy and a cost estimate before charges are incurred.
- Send the request to the Pamunkey FOIA Administrator at P.O. Box 510, Hanover, VA 23069, or call 804-365-6400 for routing.
- If any part is withheld, ask for segregable nonexempt portions and the specific Virginia Code basis.
Under § 2.2-3704, the normal agency response is due within five working days. The response may produce records, redact or withhold cited material, state that no record exists, or invoke a lawful seven-working-day extension where response is not practical. Actual search, retrieval, duplication, and supply costs may be charged.
A request for “all records” can sweep in protected material and slow the response. A better request names the existing routine adult booking photograph, one booking, and a narrow date range. If the arresting agency rather than Pamunkey created or holds the wanted photo, ask Pamunkey to identify the proper custodian or route the same focused request to that agency.

Caroline Mugshots Beyond Jail Records
A booking image may be copied into a news report, an official jail social post, or a third-party database. Such publication can preserve an image after the Pamunkey card disappears, but it does not preserve current custody facts. A news report describes the event known at publication. It may predate bond, dismissal, acquittal, sentencing, sealing, or release.
Pamunkey maintains an official Facebook presence, and a particular jail notice may carry a photo. Check the date, author, and named case. Do the same with local reporting. Then return to the court and release record for the present legal and custody facts. Never infer release from the continued presence of an old photo, and never infer custody from it either.
Commercial photo databases are not authoritative. Their copies may use stale text, merge people with similar names, or omit the final case result. No commercial mugshot publisher or removal vendor is linked or endorsed. An official agency image and an official Caroline County record supply a sounder chain of proof.
Caroline Mugshot Sealing and Expungement
Expungement and sealing affect public access through legal rules, not by erasing every copy that once appeared elsewhere. Virginia Code § 19.2-392.2 displayed different effective versions on the research date. The version in force through November 30, 2026 covers the petition circumstances listed by that statute, while a materially revised scheme begins December 1, 2026. The controlling version and case facts must be checked before describing eligibility.
Section 19.2-392.5 defines sealing as blocking public access to covered records held by specified entities, subject to exceptions. A missing court or photo record may therefore reflect lawful sealing. It should not be called a search error. For an official source, direct a correction or access question to the agency that holds the photograph and include the relevant court order.
An official image can still be accurate as a record of booking while being incomplete as a statement of the full case. A current court disposition and release record supply the missing context.
Pamunkey App Photo Limits
Pamunkey’s OCV mobile app is a separate current-inmate access route. The official listing describes an inmate-view feature plus jail information and news. Neither the listing nor the jail website confirms a released-photo archive or a recent-release feed. The app therefore should be used only as an alternative view of current inmate information unless its live interface clearly states more.

The app’s inmate-view claim supports current photo discovery, not a promise that a Caroline County released inmate mugshot will remain visible after roster removal.
Use the same identity checks in the app as on the website. Compare the person’s full name, inmate ID, age, booking time, arresting agency, and court fields where shown. If the image is no longer present, move to the official request route rather than assuming the photo was destroyed.
Virginia Booking Photo Payment Law
Virginia has a focused rule for a specific paid-removal practice. Virginia Code § 8.01-40.3 creates civil liability when a publisher maintains charge or arrest history and solicits, requests, or accepts money or value to remove it. The remedy may include actual damages or $500, whichever is greater, plus reasonable attorney fees and costs, subject to statutory exceptions.
The law is not a universal right to delete every truthful public booking photograph. Its focus is the publication-plus-payment conduct described by the statute. That point works together with Virginia’s public-request route for routine adult booking photos: seek the accurate official image from its custodian and avoid paid-removal businesses.
If an official record is wrong, contact the office that created or holds it and identify the booking precisely. If a court has sealed the record, provide the order through the agency’s correction process. A dispute with a third-party publisher belongs with that publisher and any applicable legal remedy, not with Pamunkey unless Pamunkey’s own record is at issue.
Note: Virginia’s access rule and paid-removal rule address different conduct; neither turns an old photograph into proof of current custody.
