Caroline Unit Release Routes
Caroline Correctional Unit is a VADOC state correctional unit, not the jail for Caroline County arrests. Its official mailing address is in Hanover despite the Caroline name. A person placed there is in state custody. If VADOC moves that person to another prison or unit, custody continues and the event is a transfer. Pamunkey Regional Jail’s current roster does not report people held at Caroline Correctional Unit.
A person who completes the state sentence may be discharged. Discharge means the relevant sentence or correctional responsibility has ended. A legally eligible person may instead leave prison on parole, which is supervised release authorized by the Virginia Parole Board. Probation can also follow incarceration under a court order. In either supervised route, physical prison custody ends while VADOC responsibility may continue through a district office.

Search Caroline Unit Records
The VADOC Inmate & Supervisee Locator covers people in state institutions, probationers and parolees supervised through district offices, certain people in local or regional jails under VADOC authority, institutional-hospital placements, and CCAP participants. CCAP is a state community corrections program. VADOC says the data updates daily but may be inaccurate or out of date, so a result is a starting point rather than certified proof.
Search by at least the first three letters of the first name and the full last name, or use the seven-digit DOC ID. Optional fields include location, race, gender, and age range. The interface also requires acceptance of its disclaimer and a CAPTCHA. Compare the DOC ID and location, not just the name.
- Search the legal name or seven-digit DOC ID in the statewide locator.
- Use optional fields only when needed to separate similar records.
- Read the location as a custody or supervision clue.
- If another institution appears, treat it as a transfer rather than release.
- If a district office appears, confirm the physical release and supervision status with VADOC records or that district.
A Caroline Correctional Unit result indicates incarceration at that unit. A different prison result means state custody moved. An Ashland District 41 result can corroborate that prison custody ended and community supervision began, but it does not prove that supervision later ended.
Caroline Unit Release Papers
VADOC’s Facility Release information describes the documents tied to a state release. A person who satisfies the sentence is discharged or leaves on parole and receives a notification-of-release letter. When applicable, staff read the Order of Release, Conditions of Probation, or Conditions of Parole with the person. Those papers are signed, dated, and witnessed.
VADOC Operating Procedure 050.3 adds three notarized DC-366 Certifications of Incarceration Period. It also calls for a release checklist and document upload to VACORIS, the state corrections record system. These documents are much stronger evidence of an actual state release than the absence of an online locator result.

Caroline Releases at District 41
A location change from a prison to Ashland District 41 can show that the person left physical prison custody and is now reported under community supervision. Caroline County is assigned to District 41, not Fredericksburg District 21. District 41 serves Caroline County, Hanover County, and the Town of Ashland. The office can provide the public confirmation it is permitted to give.

Parole and probation are not identical. Parole follows a Virginia Parole Board decision for a person who is legally eligible. Probation is ordered by a circuit judge and may follow a term of incarceration. Both can place a released person under VADOC community supervision. A district result therefore supports physical release from prison while also showing that correctional oversight continues.
The Caroline County parole and probation page explains how District 41 differs from local pretrial services. A missing district result cannot establish that supervision ended. Interstate movement, update timing, full discharge, or incorrect search data may account for an absence.
Request Caroline Unit Release Records
Ask VADOC for a specific existing release or status record. Useful requests name the person, DOC ID if known, Caroline Correctional Unit, a focused date range, and the exact document sought. Examples include the notification-of-release letter, Order of Release, release-date or status confirmation, and DC-366 certification. A narrow request makes it easier for the custodian to identify responsive material.
For an inactive inmate, probationer, parolee, or CCAP record, VADOC Operating Procedure 050.6 identifies Form 050_F17. Consent and legal exemptions may apply. Virginia Code § 2.2-3706 permits withholding of certain imprisonment and supervision records. Medical, victim, investigative, security, and criminal-history material can carry added restrictions. Public confirmation of a date or status does not open the full correctional file.
VADOC requires a requester’s name and legal address. Its central FOIA information identifies the listed officer and permits a deposit when estimated costs exceed $200, which pauses the deadline. Ask for a cost estimate and releasable portions if part of a record is withheld.

Caroline Unit No-Result Meaning
The locator’s stated scope is current custody or supervision. It is not a permanent public archive for everyone who has fully discharged. A no-result response can mean full discharge, wrong identifying data, no VADOC responsibility, a timing issue, or a record outside public scope. It does not prove release on a certain day.
When a person no longer appears, use the signed release documents, sentencing court record, district confirmation, or VADOC record response. A parole grant also is not the same as completed release. The Virginia Parole Board makes the decision for an eligible person, while VADOC later sets and carries out the physical release subject to law and custody conditions.

The strongest timeline joins the locator’s location clue with a dated, signed VADOC document. That pairing shows both where responsibility sat and what event changed it.
Caroline Unit Custody History
The Caroline name can suggest that this is Caroline County’s jail, but the unit has a Hanover mailing address and belongs to VADOC’s state system. The county facilities history explains that Caroline County’s obsolete local jail closed in 1998 when Pamunkey Regional Jail opened. Since then, adult local arrests route through Pamunkey, while a state-sentenced person can be placed at a VADOC facility such as Caroline Correctional Unit.
Another old name can cause confusion. Peumansend Creek Regional Jail ended its criminal-custody operation in 2017, and the Caroline Board record documents the site’s later ICE role. It reopened in 2018 as Caroline Detention Facility. It is separate from both the state correctional unit and Pamunkey. Old records must be matched to the custodian and date that created them.
This facility history has a practical effect. Searching the Pamunkey roster for a state prisoner or the ICE locator for a Caroline Correctional Unit resident will not answer the question. For the correctional unit, begin with VADOC every time.
About Caroline Unit Discharges
VADOC public disclosure may include projected parole eligibility, projected mandatory parole, projected good-time release, custody or parole status, facility location, correspondence address, and visiting status when the location is not coded as undisclosed. These labels are useful, but they have different meanings. A projected field is not the actual exit. A parole status is not final discharge. A facility location means incarceration continues.
For actual release, use the notification letter and signed release papers. For continued supervision, use the locator and District 41. For a fully discharged historical event, use the sentencing record or a focused VADOC request because the public locator may no longer show the person. This route keeps state prison release distinct from Caroline County jail release.
